Extensive data collection allowed for evaluating current school travel patterns and walking and biking connectivity assessments, which led to suggested circulation improvements. The team also supported a transportation impact study, identifying potential off-site mitigation measures. Bus Routing and Optimization Northshore School District As one of Washington State's largest districts, Northshore School District manages numerous buses for school transport, inter-school programs, and extracurricular activities. Transpo optimized school bus routing for start time policy changes by testing busing scenarios aligned with time goals, assisting in the implementation phase to ensure efficient transportation for the growing student population, including specialized services for students with disabilities. Fife Elementary and High School Fife School District Transpo assisted the school district in design and permitting for a new elementary school co-located with Fife High School. Several scenarios were evaluated to best locate the building, parking areas, and maximize safe pick up and drop off activities. A signalized access for both the elementary and high schools was designed by Transpo. Transpo played a key role in negotiating traffic mitigation requirements with the City. Our Illumination expertise includes: ​ Roadway Illumination Design Parking Lot and Area Lighting Intersection and Roundabout Photometric Analysis and Design using AGi32 Multi-modal and Trails Private and Plat developments Client Projects A few of our recent favorites Covington Connector City of Covington, WA Transpo provided roadway illumination design, amongst other things, for the complex multidisciplinary project, which is reconstructing 6,000-feet of existing roadway and constructing 5,000-feet of new roadway. The team led the effort to determine appropriate target light levels for the various roadway classifications evaluation and the selection of decorative pole/luminaire standard for entire project based on costs, aesthetics, coordination with local lighting representatives, and performance measures using AGi32. Ten Trails City of Black Diamond, WA Transpo is managing the design of improvements in the City of Black Diamond as part of the Ten Trails master planned development. Transpo led the effort in developing material standards and specifications for the City’s decorative roadway illumination based on costs, aesthetics, and performance evaluations using AGi32. Transpo also helped develop illumination design target light levels for various roadway classifications for the City based on ANSI/IES RP-8-18 and Dark Sky Association (IDA) recommendations which have been adopted as the official roadway illumination design standards. Northgate Mall Redevelopment Seattle, WA Transpo Group led on-site roadway, parking, and pedestrian-scale illumination design for the Northgate Mall Development project which includes the new Kraken Community Iceplex. The team worked with the client and project partners to select decorative luminaire pole/fixture combination based on cost, aesthetic, safety, and efficiency. Light level calculations were prepared, and on-site illumination was designed to meet current ANSI/EIS RP-8 guidelines and City of Seattle standards. Intersection improvements include two multi-lane roundabouts, two new traffic signals, and two single-lane roundabouts at a ramp interchange. Enhancements feature decorative lighting, artistic elements in roundabout central islands, a shared-use wildlife and pedestrian trail undercrossing, and landscaping. Madigan Access Improvements City of Lakewood, WA Transpo led the traffic operation and safety analysis, concept development, and PS&E of the traffic signal system at the interchange along I-5, which provides primary access to the Madigan Army Hospital on Joint Base Lewis-McChord. Since construction was completed, the system has improved emergency access and dramatically reduced delay and queue lengths at intersections. Dahlgren Roundabout Design City of North Bend, WA Our team provided roundabout geometric design for a new roundabout to improve circulation at the intersection. Transpo also provided the work zone traffic control and signing/striping design for the project. This project highlights our ability to develop construction phasing that can be implemented with limited traffic impacts.     California Street Pedestrian and Bicycle Corridor Improvements City of Everett, WA Improving and developing active mode connections to downtown Everett for pedestrians and cyclists. About the Project Transpo developed five creative bike facility alternatives, and an analysis of the benefits and drawbacks of each for consideration by the public and the City through a public outreach program, including an online open house website to solicit public feedback on the alternatives. Alternatives considered included cycle tracks, buffered bike lanes and shared use paths, along with multiple routing options. Transpo provided final engineering design services, completing fully designed plans, specifications and cost estimates of the preferred alternative bike and pedestrian improvements. The final design includes a two-way cycle track, new back-in angled parking, full sidewalks, new RRFB protected crossings, curb extensions, a raised intersection, and planting strips with street trees to enhance the corridor. The design was completed in 2023 with construction to follow in the next few years dependent on grant funding and phasing with adjacent complimentary bike and pedestrian projects. Services Provided Bicycle facility alternatives development and analysis Public Outreach, online and in-person Bicycle and pedestrian facility final PS&E design Curb Ramp and ADA parking design RRFB crossing and raised intersection design Project Challenges Transpo and the City were challenged with identifying the best facility design to meet the overall project goal while balancing the perceived lack of existing on-street parking, public familiarity with bike facility types, City long-term maintenance concerns and traffic operations concerns. ​ Transpo developed and evaluated a wide range of alternative sections and facility types, considering everything from shared roadways to full shared use paths and a variety of striped on-road bike facilities. Our team evaluated parking use analysis at peak demand times to understand the existing parking supply and demands, even during overnight and weekend activities. Public input was sought with an online portal of information and surveys, along with in-person outreach to the extent feasible in the challenging COVID-19 affected environment of 2021 and 2022. City staff from operations and maintenance, along with public works, communications and traffic were consulted during the evaluation of alternatives and feedback was incorporated into the final evaluation. Our alternatives analysis was thorough and transparent to ensure that the public understood how the selected alternative balanced the competing needs while still meeting the project goal. The alternatives process was documented in a final report, available for the public prior to any final design efforts on the preferred alternative. Challenges during the design phase of the process included steep slopes at tie-ins to private property, ADA access and parking challenges, existing grant-funded electric vehicle charging that needed to be protected in-place, and addressing the visibility and comfort of all modes at the various intersections along the project corridor. The final design, incorporating a raised crossing, a mix of curb types, parking types and curb ramps to preserve ADA access and EV chargers, and curb extensions and treatments at crossings to slow vehicle turning speeds while also slowing cyclists approaching intersections, met all the design challenges. This complex project implemented right-of-way improvements over several construction phases. The addition required an array of design support services, including developing a traffic management plan, traffic control staging plans, traffic signal up-grades/modifications at 13 intersections, channelization design along 10 urban corridors, and a comprehensive analysis of pedestrian and bicycle mobility and access. Tehaleh Employment Based Planned Community Pierce County, WA EIS transportation analyses, expert witness testimony and design services were provided for this master plan community. The site includes up to 9,700 housing units and 3 million square-feet of commercial uses, schools, and parks. Extensive coordination on transportation was conducted including working with Pierce County, WSDOT, Orting, Sumner and Bonney Lake. On-going services include traffic monitoring, development agreement updates, hearing support and intersection design. Cascade Industrial Center Subarea Plan & Planned Action EIS City of Arlington, WA Transpo provided the transportation analysis for the Arlington-Marysville Cascade Industrial Center (CIC) Subarea Plan. Transpo evaluated roadway and intersection transportation improvement needs to support the subarea plan and considered opportunities to leverage and improve facilities for the future Community Transit Swift bus rapid transit. Transpo evaluated pedestrian and bicycle connectivity and developed strategies to encourage the use of alternative modes to access businesses within the CIC. Samish-Maple-Ellis City of Bellingham, WA Transpo assisted with the planning development and final PS&E design of a corridor rechannelization safety project to replace vehicle lanes with buffered bike lanes and intersection improvements for active modes. The project enhanced the safety and comfort for cyclists and pedestrians along the corridor, creating separation from vehicles, wayfinding and low-stress routing away from heavy traffic. Timberlane Way Safe Routes to School City of Covington, WA Transpo provided comprehensive corridor safety planning, LRSP and grant support, constructions plans, and construction management services for the Timberlane Way corridor. To address concerns related to speed, active mode facilities on transit corridors and proximity to an elementary school, the project added speed and curve warning signing, solar-powered RRFB crosswalks, bike lane channelization, closed a sidewalk gap, and added accessible curb ramp and bus stop improvements.
