California Street Pedestrian and Bicycle Corridor Improvements City of Everett, WA Improving and developing active mode connections to downtown Everett for pedestrians and cyclists. About the Project Transpo developed five creative bike facility alternatives, and an analysis of the benefits and drawbacks of each for consideration by the public and the City through a public outreach program, including an online open house website to solicit public feedback on the alternatives. Alternatives considered included cycle tracks, buffered bike lanes and shared use paths, along with multiple routing options. Transpo provided final engineering design services, completing fully designed plans, specifications and cost estimates of the preferred alternative bike and pedestrian improvements. The final design includes a two-way cycle track, new back-in angled parking, full sidewalks, new RRFB protected crossings, curb extensions, a raised intersection, and planting strips with street trees to enhance the corridor. The design was completed in 2023 with construction to follow in the next few years dependent on grant funding and phasing with adjacent complimentary bike and pedestrian projects. Services Provided Bicycle facility alternatives development and analysis Public Outreach, online and in-person Bicycle and pedestrian facility final PS&E design Curb Ramp and ADA parking design RRFB crossing and raised intersection design Project Challenges Transpo and the City were challenged with identifying the best facility design to meet the overall project goal while balancing the perceived lack of existing on-street parking, public familiarity with bike facility types, City long-term maintenance concerns and traffic operations concerns. Transpo developed and evaluated a wide range of alternative sections and facility types, considering everything from shared roadways to full shared use paths and a variety of striped on-road bike facilities. Our team evaluated parking use analysis at peak demand times to understand the existing parking supply and demands, even during overnight and weekend activities. Public input was sought with an online portal of information and surveys, along with in-person outreach to the extent feasible in the challenging COVID-19 affected environment of 2021 and 2022. City staff from operations and maintenance, along with public works, communications and traffic were consulted during the evaluation of alternatives and feedback was incorporated into the final evaluation. Our alternatives analysis was thorough and transparent to ensure that the public understood how the selected alternative balanced the competing needs while still meeting the project goal. The alternatives process was documented in a final report, available for the public prior to any final design efforts on the preferred alternative. Challenges during the design phase of the process included steep slopes at tie-ins to private property, ADA access and parking challenges, existing grant-funded electric vehicle charging that needed to be protected in-place, and addressing the visibility and comfort of all modes at the various intersections along the project corridor. The final design, incorporating a raised crossing, a mix of curb types, parking types and curb ramps to preserve ADA access and EV chargers, and curb extensions and treatments at crossings to slow vehicle turning speeds while also slowing cyclists approaching intersections, met all the design challenges. To enable planning for operations capabilities, Transpo staff have also been working to integrate these regional tools for localized operational analysis. Our staff’s first major assignment was the update of the region’s travel demand model. To ensure the model’s effectiveness in handling numerous studies and work initiatives, Transpo staff leveraged the latest available data to update and refine. STOPS Model Development and Forecasting San Diego Metropolitan Transit System (SMTS) Transpo developed forecasts of ridership for public transportation projects within the SMTS service area, which supported their long-range planning effort. The projects ranged from the implementation of service patterns on new routes (e.g. aerial tramways and trolleys) to improved transit service frequency across multiple routes. STOPS was calibrated to match SMTS’ systemwide boardings, route-level boardings, and ratio of unlinked to linked trips. Following model calibration, the model was used to develop ridership forecasts for each of the proposed new or improved transit services. I-5 DTA Modeling Service Washington State Department of Transportation Transpo developed, and continues to apply, an innovative mesoscopic Dynamic Traffic Assignment (DTA) Model for this I-5 corridor. This project also includes parallel and intersecting state routes in the vicinity to enable testing of a wide variety of alternative routing options. Proposed treatments simulated with the DTA model include ramp meter installations, interchange ramp re-configuration/re-alignment, and HOV-lane additions. The DTA model is capable of analyzing traffic conditions under many different geometric and operational scenarios, such as lane reconfiguration, new intersection controls, new roadway connections and improvements. Southern California Freight Study CalTrans Transpo assisted Caltrans in developing a sustainable freight plan with a regional perspective on goods movement travel demands, sustainability challenges, innovative opportunities, and regional priorities. The study recommended a list of prioritized freight projects and strategies to help reduce greenhouse gas emissions, reduce congestion, increase system efficiency and throughput, and reduce freight impacts on health, safety, and quality of life in communities that are disproportionately affected by major freight impacts. Statewide Study of Road-Rail Crossing Improvements Freight Mobility Strategic Investment Board (FMSIB) Transpo led a study for FMSIB to help better understand project needs that were developed (also by Transpo) as part of a prioritization of prominent road-rail conflicts for the Joint Transportation Commission. Transpo utilized the database developed from the prior effort, along with additional project data from Regional Transportation Planning Organizations (RTPOs) and Metropolitan Planning Organization (MPOs), to prepare a prioritized list of railroad crossing improvement projects utilizing a corridor-based process.
